Electric Director
SALARY RANGE: $128,897.60 - $167,502.40 annually, commensurate with experience.
This position is responsible for the overall administrative oversight, visioning, leadership, planning, coordinating, and control of the Electric Department and Utility Business Office; and ensures effective and efficient operation of all divisions. Departmental supervision is exercised over all personnel within the Department.
Essential Functions
- Directs the work of and manages the supervisory staff of the Department. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Functions as a part of the City leadership team, supporting City initiatives and activities.
- Ensures the proper collection, handling and accounting for all utility, tax and other revenues for the City of Oak Ridge that flow through the Utility Business Office.
- Represents the City of Oak Ridge in discussions and negotiations with the Tennessee Valley Authority and other agencies involved in the generation and distribution of power.
- Represents the City of Oak Ridge in discussions and negotiations with the United States Department of Energy with respect to electric power issues.
- Identifies training needs and opportunities for department
- Defines and implements the goals and objectives for department operations.
- Provides leadership and management to all assigned staff. Audits work on a regular basis to ensure adherence to pertinent regulations. Directs staff on complex work and interpreting the application of policy and procedure.
- Analyzes and evaluates existing objectives, goals, standards, priorities, policy and procedures.
- Researches, recommends, develops and implements policy and procedures for operational effectiveness. Monitors all operations for efficient and effective application of department policies, procedures and standards.
- Develops work plans and strategies to meet business needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures clear direction, proper implementation and City conforms to legal requirements.
- Develops, recommends, and implements annual departmental budget; forecasts necessary funding for staff, equipment, material and supplies. Monitors budget throughout the year.
- Develops and recommends electric rate strategies to support the overall mission and long term needs of the electric system.
- Establishes long and short-range goals and objectives for department division supervisors and monitors the progress toward reaching these goals.
- Provides advisory information to the Mayor, City Council, professional clients, the media and the general public.
- Reviews project status; communicates with staff regarding project recommendations, scheduling, safety or other concerns; provides staff with direction and decisions for proceeding.
- Conducts site visits with future or potential customers and contractors.
- Works with regulation agencies to ensure compliance with regulatory efforts and shape future energy policy.
- Attends meetings and events on behalf of the City, which may be held after hours and on weekends, including in state and out of state.
- Responds 24/7 to emergency events affecting the electric system. Serves as primary contact for emergency conditions from the Tennessee Valley Authority concerning power supply conditions and emergencies. Response may be to site of incident, emergency operation center, office or other location depending on circumstances.

Knowledge, Skills, and Abilities
- Knowledge of Electrical systems and operations, including automated systems such as Automated Meter Infrastructure, SCADA systems and system modeling.
- Knowledge of local, State and Federal laws and regulations pertaining to utilities, and other regulatory requirements.
- Knowledge of rate structures and their application for all city utilities.
- Knowledge of proper techniques for handling large sums of cash in a safe and responsible manner.
- Knowledge of laws covering tax collection and processing.
- Knowledge of City and department policies and procedures.
- Knowledge of Tennessee Valley Authority contracts and agreements.
- Knowledge of and ability to effectively utilize the principles of strategic and long and short range planning.
- Knowledge of management and supervisory practices & principles.
Required Education, Experience, Licensing, and Certifications
- Bachelor’s Degree in Electrical Engineering or other related engineering field and ten (10) years of progressive experience in the utilities field.
- Five years of directly related, progressively responsible administrative and supervisory experience.
- Master’s Degree preferred.
- Registration with the State of Tennessee as a Professional Engineer preferred.
- Possession of Tennessee Class “D” driver’s license.
- Must meet United States Citizen requirements as determined by the United States Department of Energy.
