POSITION: Accounting Manager - Electric
SALARY RANGE: T; $45.22 - $58.78 per hour, $94,057.60 - $122,262.40 annually, DOE
Position Summary
This position oversees the overall financial and accounting functions of the Electric Department; this includes accounting, budgeting, recording, and reporting results of operations. This position works under the general direction of the Director of the Electric Department.
Essential Job Functions:
- Responsible for the balancing and reconciliation of assigned areas of the General Ledger.
- Establishes and maintains departmental accounting systems and procedures; makes recommendations on the implementation of departmental accounting system revisions to increase efficiency and effectiveness; establishes and maintains effective accounting controls.
- Prepares and ensures accurate and timely reporting of financial reports for management and all regulating entities (Tennessee Valley Authority (TVA), etc.), and conforms to all applicable regulatory requirements.
- Reviews and analyzes capital expenditures and ensures accuracy.
- Reviews and reconciles financial ledgers and records; prepares financial statements and reports, researches and resolves discrepancies.
- Develop and implement accounting policies and processes to maintain and strengthen internal controls.
- Coordinates complex accounting projects and initiatives with other members of the accounting and finance team or with other departments.
- Provides subject matter expertise regarding Governmental Accounting Standard Board (GASB), Generally Accepted Accounting Principles (GAAP), and other specialized financial guidelines (Federal Energy Regulatory Committee (FERC), Tennessee Valley Power Providers Association (TVPPA), etc.), as well as City policies and procedures as it relates to assigned finance functions.
- Prepares journal entries and year-end entries in accordance with GASB and FERC.
- Formulates and maintains budget projections for various utility functions.
- Analyzes and establishes Labor and Equipment Overhead Rates.
- Oversees, prepares and/or reviews City utility and fixed asset accounting functions, including electric plant accounting.
- Maintains and offers direction/support for the application of TVA programs including, but not limited to: rate application, rate schedule credits, and accounting policies.
- Analyzes and recommends computer enhancement capabilities.
- Prepares work papers and liaisons with auditors related to the annual external audit
- Maintains professional skills through educational opportunities, professional organizations and publications; and maintains personal networks through professional organizations (i.e. TVA, TVPPA, etc.).

Requirements |
Required Knowledge and Skills:
- Knowledge of GAAP, GASB Statements, and Generally Accepted Auditing Principles related to municipal budgetary administration and program development.
- Knowledge of FERC accounting, TVA billing rate structures and TVA reporting requirements.
- Knowledge of procurement principles, inventory management and physical distribution.
- Knowledge of Federal, State and municipal laws, codes, ordinances and regulations.
- Knowledge of management and supervisory principles and practices.
- Knowledge of principles and practices of office management, work scheduling, automation and workflow analysis.
- Knowledge of computer software including word processing, spreadsheet and database; and CIS billing and collection systems.
- Skill in analyzing and interpreting fiscal and accounting records and preparing clear and concise financial and administrative reports.
- Skill in maintaining complex accounting records and an effective record keeping system.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to maintain accurate and legible notes.
- Knowledge of City policies, procedures and practices.
- Knowledge of local government organization and its departmental operating requirements.
- Ability to establish and maintain effective working relationships with others.
Education, Experience, and Certifications:
- Bachelor’s Degree in Finance, Accounting, Business Administration or related field and multiple years’ experience in accounting or auditing.
- CPA preferred but not required; FERC Accounting experience preferred
