Under general direction of the General Manager, the Manager of Electric Operations and Engineering is directly responsible for planning, organizing, directing, and coordinating the activities of electric distribution operations and engineering staff within the Electric Department. This includes overseeing engineering, construction, operation, and maintenance of the electric utility distribution system; coordinating operation and maintenance activities with other departments or outside agencies and utilities; performing electric engineering related tasks; and providing highly responsible technical and administrative support to the General Manager.
The Manager of Electric Operations and Engineering shall provide leadership and management for Electric Department employees to meet short and long-term goals and assist the General Manager in carrying out directives of the Board of Directors.
At times, this position may be asked to perform duties of the General Manager in the event of his/her absence. At times, this position may additionally be asked to perform the duties of the Manager of GWS when he/she is not available.


  • Assists the General Manager with all planning, budgeting, and forecasting activities associated with the Electric Department. Provides monthly reports, purchase requests, recommendations on policy change, and regular updates to the General Manager as required for Board meetings or as otherwise needed.
  • Assists the General Manager with development of, and updates to, the Strategic Plan and all associated Tactical Action Plans (TAP). Ensures all assigned tasks inside the TAP are completed according to schedule.
  • Responsible for evaluating the performance of Electric Department personnel and recommending employment related action to the General Manager, such as hiring, promotions, pay increases, disciplinary action, etc.
  • Will be required to mitigate customer issues in the event the Line Foremen and/or Electric Superintendent are unable to resolve on their own.
  • Performs and/or oversees engineering tasks including, but not limited to: system planning and design, power system analysis, load flow studies, relay coordination studies, Arc flash hazard analysis, SCADA system design and implementation, distribution automation, substation design and construction, and distribution system modeling using both Milsoft WindMil and ArcGIS software.
  • Oversees testing and maintenance of substations and associated equipment.
  • Prepares reports and maintains all other recordkeeping requirements.
  • Recommend purchases made by the Electric Department including, but not limited to, vehicles and equipment.
  • Follows all safety guidelines as required by OSHA and the latest edition of the National Electric Safety Code (NESC).
  • Oversees major company investments, such as the implementation of critical technologies or infrastructure that requires multi-departmental collaboration, keeping the General Manager informed of all important details. This may include, but not be limited to fiber/broadband and smart grid technologies.
  • Plans and implements strategies to improve overall efficiency and effectiveness of daily electric system operations.
  • Assists General Manager with special projects, studies, research, and reports.
  • Assists General Manager in carrying out directives of the Board of Directors, ensuring compliance with company policy and timely completion of a variety of projects.
  • Develops and maintains long-term a capital improvement plan for the Electric Department and recommends projects for funding.
  • Assists the General Manager in writing and maintaining “Rules and Regulations” as well as other policies and procedures for the Electric Department, garnering TVA and HUB Board approval whenever necessary.


  • Facilitate communication and foster a culture of open dialogue between employees and management to prevent conflicts and promote a healthy work environment.

  • Represent the Electric Department at community events, meetings, and gatherings to raise awareness of the company and build a strong reputation within the community. Identify opportunities for community involvement, partnerships, and sponsorships that align with the company's values and objectives.
  • Ensure that all Electric Department personnel receive proper training in safety, human resources, or other issues as required by law, HUB policy, or management.
  • Attend Harriman Utility Board meetings as required by the General Manager to be available to respond to questions from the Board. Facilitate the Board Meetings in the absence of the General Manager.
  • Report and liaise with the Board in the General Manager’s absence.
  • Attend Harriman City Council meetings in the absence of the General Manager to report on HUB activities.
  • May be required to work outside of normal hours to attend classes, seminars, conferences, etc. (which may require travel and overnight stay).
  • Participate in training as needed or required by law.
  • Must be able to report to work within 1 hour on short notice or must be willing to relocate within 6 months.
  • Must be available for 24-hour on-call and emergency response.

  • Extensive knowledge of, and ability to apply, the principles and practices of management and financial administration in the design and implementation of electric and fiber/smart grid construction projects.

  • Considerable knowledge of methods and practices essential to the design, operation, maintenance, and repair of electric utility infrastructure.
  • Ability to develop long-term plans and programs and to make sound decisions on matters of operational policy and administrative problems.
  • Ability to meet and deal tactfully with the general public and to communicate effectively and clearly, both orally and in writing.
  • Ability to establish and maintain effective working relationships with other employees, City officials, and the general public.
  • Ability to prepare technical reports, cost estimates, and construction records.
  • Ability to read blueprints.
  • Ability to operate a computer with high-level skills in Microsoft™ Outlook™, Word™ and Excel™.

  • Professional     Engineering     Licensure     in    the    State    of    TN    (preferred).
  • Certified in First Aid/CPR
  • Certified Power Executive (or other related Certification) to be completed within 3 years of employment.


  • Bachelor’s Degree in Electrical Engineering.
  • Minimum of 10 years utility experience working with electric distribution crews (preferably within the TVA service boundary).
  • Experience with fiber/broadband and “smart grid” technologies (preferred).
  • Willingness to work overtime in emergency situations.
  • Above average verbal and written communication skills.
  • Must live within the HUB service area. The General Manager will allow reasonable time for relocation, if necessary.
