Engineering Manager

Reports to: General Manager


Directs: Engineering Department



To aid in the design and planning of the distribution system and apply engineering principles to problems that arise and supervise the engineering department.


Responsibilities & Duties 

  • Provides engineering support for both internal and external customers.
  • Organizes engineering drawings and develops retention policy.
  • Evaluates system protection and coordination.
  • Perform system studies and develop long-range plans.
  • Design new construction and system improvement plans.
  • Calculates and models structure loading and design limitations.
  • Support engineering associates with staking and transformer sizing.
  • Specifies metering and commercial/industrial service requirements.
  • Reviews and analyzes methods, equipment used, and performance to find methods of increasing effectiveness and efficiency in operation and maintenance activities.
  • Coordinates operation and maintenance activities to ensure optimum utilization of power system facilities and meet customer demands for electrical energy.
  • Review development plans and coordinate service extensions.
  • Develop new subdivision service plans.
  • Supports SCADA operation, configuration, and troubleshooting.
  • Ensures that digital maps are updated and published in a timely manner.
  • Supervises document storage system and retention policy.
  • Troubleshoots voltage drop, voltage flicker, and other service issues.
  • Programs protection relays and automation controls.
  • Configures and updates various databases and data repositories.
  • Provides the instruction and training of personnel within the engineering department.
  • Supports 365/24/7 work habits and schedule.
  • Prepares budget requests related to the engineering department.
  • Responsible for carrying out all other duties assigned by the General Manager.


  • Walking: Must be able to move about, as required, to accomplish tasks. Sometimes the employee is required to walk extended distances and for an extended duration of time. The employee is frequently required to stoop, kneel, crouch, or crawl.
  • Lifting: Raising objects weighing at least 125 pounds from a lower to a higher position or moving objects horizontally from position-to-position. Lifting requires the substantial use of the upper extremities and back muscles.
  • Communication: Written, oral, and technical communication is required. 
  • Hearing: Perceiving the nature of sounds with or without correction. Must have the ability to receive detailed information through oral communication and to make fine discriminations in sound.
  • Visual Acuity: Have vision sufficient, or corrected sufficiently, to read diagrams/material sheets and apply to hands-on job duties specific to this position.


Working Conditions

The employee is subject to indoor and outdoor working conditions and may be in close contact with the public. The employee is also subject to all weather conditions and working hours, as the situation requires. The employee’s work will expose him/her to high places, high voltages and electrical currents, dangerous machinery and its moving parts, sharp tools, fumes, chemicals, and/or toxic substances.

Bachelor of Science degree in Mechanical or Electrical Engineering from an ABET accredited school.


At least 5 years of supervisory experience is preferred.

Job Knowledge, Abilities and Skills

  • Must have basic knowledge of metering, test equipment, and all technical devices related to electricity and electronics.
  • Must be able to delegate and organize responsibilities and follow-up with jobs to their completion.
  • Must have in-depth knowledge of electricity and electrical theory.
  • Must have a knowledge of the methods, materials, and practices related to the operation, construction, and maintenance of electrical substations and distribution systems.
  • Must understand the functions and uses of voltage regulators, capacitors, reclosers, and transformers.
  • Must know how to make three-phase and single-phase transformer installations.
  • Must know the geographic location of all switches, breakers, reclosers, and distribution line feeds.
  • Must have a knowledge of underground electrical distribution practices.
  • Must be knowledgeable of proper tree trimming and removal methods.
  • Must have good knowledge of safety rules and work procedures, as outlined in the safety manual.
  • Must be able to be in control under dangerous or stressful conditions.
  • Must be able to make quick and safe decisions.
  • Must have the ability to work with the line crews to achieve the job with quality work.
  • This position requires constant upkeep of technical knowledge related to the electrical sector. A thorough understanding of computers and other technical devices is required.
  • Must have knowledge of TVPPA and RUS construction standards.
  • Must be knowledgeable of the NESC and local NEC requirements and standards.
  • Must have good communications skills and be able to deal with technical & non- technical audiences.
  • Must be able to establish effective working relationships with employees, other companies, and the general public.
  • Must have a knowledge of good management practices and techniques.
  • Must have the ability to read and understand blueprints.
  • Must have the skills to troubleshoot electrical issues.
  • Must have the ability to draw construction sketches manually and electronically.



  • Maintain current Tennessee Drivers License.
  • Attend TVPPA and all other training sessions, as assigned.
  • Be certified in First Aid and CPR.
